Livelihood Officer Job in South Sudan at Joint Aid Management

Purpose of Position: To assess, design, implement and document various JAM funded projects geared towards creating self-sufficiency and improved household food security among the poor rural communities in Jonglei state, South Sudan. Provide Leadership and direct Management during commodity receipt. Dispatch, distributions and reporting. To build the capacity of National staff and partners. Manage the financial and administrative functions of the program at Country level. To be located in Boma, Twic East and Pouchala. . KEY RESPONSIBILITIES:
Project Design:
• Ensure that projects are designed with agricultural technology package aimed at creating self-sufficiency, as well as enhancing the food security status of farmers’ households/local communities. • .Ensure that baseline data on existing farming systems and water management techniques and income generating activities is updated for use in assessing the impact of the project interventions. • Ensure that the agricultural potential in the region is assessed with an aim of improving on the existing farming systems and water management practices for increased crop production and farm productivity. • Ensure enhanced integration of the agricultural activities with other sectors. • Working closely with the Programs Manager to ensure that program and Finance, donor reports are prepared in a timely fashion for submission to donors and other PVOs. • .Monthly, quarterly and annual program reports prepared as required and submitted to the Program Manager. • Ensure that, Lesson Learnt through monitoring and evaluation are captured, capitalized and incorporated into future proposal designs. • Ensure that technical leadership is provided in the development and implementation of livelihood activities, including income generation, cash for work, market development, livestock and climate change adaptation as prioritized by communities and local authorities through technical best practices and targeted training.
Project Implementation/ Management/Coordination: • Prepare IPTT and Cash flows for new project and update them on a regular basis to reflect changes in context. • Ensure project timeframes, budgets and resources are respected throughout the entire program. • Ensure JAM staff are tasked and/or local partners are mentored to undertake Livelihood programming as detailed in implementation plans. • Ensure budgets and expenditures are monitored within budget and in compliance with financial regulations. • Ensure timely submission of variance explanations on budgets to the Program and Finance teams and other relevant stakeholders. • Work closely with Commodities and Finance team to ensure appropriate record keeping is maintained of all donor related vouchers, waybills, etc to facilitate the timely reconciliation and liquidations. • Ensure proper management and implementation of financial and administration systems, including proper recording of funds as per compliancy to donor and jam standards. • Ensure project implementation is in alignment with IPTT and financial and administrative procedures and policies. • .Responsible for human resource management of Country, including performance management, succession planning and disciplinary action when necessary. • To coordinate closely with all sector specialists to ensure cross-sector integration of programming at the field level. • Ensure JAM projects promote Local Capacity for Peace and take into consideration Protection issues. • Ensure that technical and administrative support is provided to Cash for Work community project. • In coordination with government and other stakeholders, ensure livelihood/food security and livelihood asset development activities are well planned, coordinated and monitored. • Ensure that enhanced DRR, modern farming techniques and Rangeland Management techniques are well understood at the community level, among JAM SS staff, with partner agencies, government institutions and other external partners. • Tools developed to promote enhanced DRR and Rangeland Management training. • Communities trained in innovative water entrapment techniques. • Communities trained on improved farming and animal husbandry techniques. • JAM staff training needs identified and resources allocated to ensure professional development
Commodity Management: • Provide Leadership, technical Support and direct management in the design, implementing, monitoring and evaluation of World Food Program (WFP) and USAID Title 11 Integrated food aid funded Programs at County level. • .Develop and Implement a detailed logistic plan for commodity. • Manage food and no food commodity receipts, storage, dispatch, distribution and reporting. • Establish appropriate commodity filling systems • Establish, Manage and oversee food & no-food commodities accounting, tracking systems/standards and procedures at County( Base) level, including warehouses management. • Provide direct management and oversight to food aid program activities and staff. • Assist in development of food aid project proposal and budgets, including managing a food logistics budget based on tonnage and other available resources. • Ensure that all food and no food aid commodities reports are highly accurate, comprehensive, well documented, and timely submitted to donors, to ensure the credibility of the program. • Maintain good communication with donors, UN agencies, WFP, government authorities, and communities.
• Manage all Commodities teams, including random oversight of end-use monitors, to verify that food and non-food distribution occurred according to international standards set by food-aid donor, JAM, and ther partners. • Play a lead role in managing and implementing Emergency Response Interventions, by positioning resources and staff in a timely and cost-effective manner. • Monitor shipments of food, coordinate inland transport, and ensure that losses are reported, and review stock availability/requirements and confirm regular stock movements. • Carry out any other duties as assigned by supervisor
Knowledge, Skills and Abilities:
The following knowledge, skills and abilities may be acquired through a formal schooling, self-education, prior experience, on the job training or combination of above: • Should have Degree in Agriculture or social sciences • Professional technical skill desired training in Agriculture in Semi Arid regions. • Experience: three years of experience in Humanitarian industry. • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills. • Must adhere to set security standards. • Ensure a gender perspective in the scope of work • Minimum three year experience in management of integrated food aid program which is geared towards food security/ livelihood. • Thorough knowledge of speaking, writing, and understanding English language. • Ability to work independently. • Experience in leading and facilitating task forces and working groups. • Excellent team player. • High level of organizational ability. • High level of computer skills desirable (primarily in Microsoft Office packages • Ability and willingness to pay frequent filed visits. • Written and verbal fluency in English, • Cultural sensitive, willing to work and leave under demanding and harsh environment • Able to represent JAM to government officials, and other stake holders in a professional and self-assured manner.
