Responsibilities
   

   
Under the general supervision of Chief, BMS, the incumbent is responsible for the Maintenance and Contract Service Unit. And in particular the incumbent shall:

•  Conduct research in the field on developments of new technical methods/procedures for construction, maintenance, fire protection, utility services, janitorial services including garbage collection/disposal, fumigation, garden maintenance and landscaping for effective and for modern building management services for ICTR.

•  Develop proposed guidelines, procedures, technical specifications, drawings, estimates for the execution of civil engineering building projects related to alteration and maintenance. Also required to make plans for building maintenance schedule based of maintenance requests received.

•  Analyze project proposals, tenders & budget utilisation for effective utilization manpower, materials and funds. Execution and management of all projects assigned as per standard procedures and rules of the organization.

•  Provide advice and necessary guidance to the subordinate staff in different technical grades and administrative staff to perform their duties effectively and improve their abilities and workmanship to execute different projects.

•  Supervise the contractual janitorial services and arrange relocation of offices, regulate the office space, car parks and work areas, including the use of conference areas.

•  Perform any duties as assigned by the Chief of Unit/Section.

Accountability – Ability to take ownership of all responsibilities and to honour commitments; Ability to support subordinates, provide oversight and take responsibility for delegated assignments; Ability to take personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Technological Awareness – Good computer skills, including proficiency in word processing, spreadsheet and database applications, and other relevant software packages such as AutoCAD, Visio and other design software.

Teamwork – Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. 6. Commitment to continuous learning – Initiative and willingness to learn and impart new skills in building management, construction and maintenance.

Client orientation – Ability to identify client’s needs and appropriate solutions, ability to establish and maintain productive partnerships with clients.
   

   
Education
   

   
University degree in Civil / Building Engineering.
   

   
Work Experience
   

   
A minimum of two years of professional experience in the field of Civil / Building Engineering with emphasis on Construction and maintenance. Working experience in UN will be an asset.
   

   
Languages
   

   
English and French are the working Languages of the International Criminal Tribunal for Rwanda.
   

   
Assessment Method
   

   
Candidates will be assessed based on the eligibility criteria and competency-based interview.
