Chief of Party Job in South Sudan

Crown Agents USA, Inc. (CA-USA) is seeking a Chief of Party for a USAID-funded program located in Juba, Southern Sudan. The program will provide technical assistance to the Government of South Sudan (GOSS) through the adoption and implementation of sound economic policies, laws, and improved public financial management.

Project Background

In support of the Ministry of Finance and Economic Planning (MOFEP), the Bank of Southern Sudan (BOSS), and the Ministry of Energy and Minerals and other key government institutions, the project will focus on fiscal affairs (budgeting, tax, procurement), monetary policy, central bank operations, energy, and foreign trade and investment policies and management. Capacity-building will be an important feature throughout this new activity.


The Chief of Party will be responsible for leading the project's technical direction and providing management oversight for all project activities. The COP shall:

    * Serve as the primary point of contact with USAID, GOSS officials and other international stakeholders with regard to day-to-day implementation and management matters relating to the contract;
    * Be responsible for the technical leadership and management of all the technical activities of the project;
    * Oversee project financial and administrative operations;
    * Oversee long- and short-term expatriate and local staff in achieving project results;
    * Be responsible for evaluating and documenting progress, managing design and evaluation teams, evaluating sub-contractors' and/or grantees' activities through consultative meetings and site visits, working out solutions to keep the activity on track and providing overall guidance and direction focusing the activity team on achieving agreed targets and long-term strategic objectives.


    * Graduate degree in public administration, public finance, economics, law, international development, management, or relevant field;
    * A minimum of 15 years' experience managing large, multi-faceted, USAID-funded or other donor projects, including minimum 10 years of COP or DCOP experience in public financial management, public administration, institutional development or related technical areas;
    * Previous experience as a proactive manager, with a strong reputation for delivering measurable results and developing good collaborative working relationships with counterparts, other implementing partners and international organizations or donors;
    * Knowledge of USAID planning and reporting systems, operations, programming, and structure;
    * Experience in Africa or post-conflict environments preferred;
    * Fluency in written and spoken English required.
