Job Summary: This position is responsible to support the Finance Officer (DR Congo) to facilitate the smooth management of financial operations for projects managed by IMA World Health (IMA) in DR Congo in collaboration with SANRU.
Essential Functions:
  1. Work in close collaboration with the Finance Officer (DR Congo), Country Director, Grants Manager and applicable project coordinators for all financial management issues.
  2. Assist the Finance Officer (DR Congo) in collaborating with the SANRU Accountants to verify cash balances on hand to ensure that cash on hand is for immediate cash needs; ensure appropriate auditing procedures are followed; and checks line item balances and a summary of expenses/deposits on a daily basis.
  3. Review and approve monthly cash needs projections and spending plan for each project – for IMA and for its sub-recipients, as appropriate.
  4. Assist the Finance Officer (DR Congo) in working with the head SANRU accountant to ensure that timely cash withdrawals are made and ensure that weekly cash demands and those end-of-week cash-on-hand balances are kept as low as possible.
  5. Co-sign all checks and transfers for IMA/SANRU project checking accounts.
  6. Co-sign expenditures over $500 and ensure that they conform to the approved budget lines and with the availability of funds.
  7. Review and correct the coding of expenses for IMA and its sub-recipients.
  8. Assist as needed and requested with the budget preparation process in collaboration with the Finance Officer (DR Congo) and HQ Finance Manager for each IMA project based on past and projected activities and anticipated procurement for the coming fiscal year.
  9. Assist in the preparation and submission of reports to IMA HQ on a monthly basis.
  10. Assist as needed with the annual audit of IMA World Health projects in DR Congo with a local, approved auditing firm.
  11. Support the annual organizational audit of IMA World Health in New Windsor, MD.
  12. Prepare consolidated financial reports for IMA DRC projects on monthly/quarterly basis, as appropriate and requested.
  13. Assist to maintain current and accurate accounting data for IMA-DRC office in MIP database; upload this data to IMA-HQ database on a monthly basis.
  14. Generate JVs in IMA-HQ MIP database for IMA/SANRU, IMA/COP and other sub-recipient project expenses to liquidate advances on a monthly basis.
  15. Perform monthly bank reconciliation for any IMA-DRC bank accounts and provide copies of bank statements with reconciliation to HQ.
  16. Perform advance account reconciliations for any IMA-DRC, IMA/SANRU and IMA/COP projects on a monthly basis and provide to HQ.
  17. Monitor prior approval requirements for grants (i.e.; international travel, pharmaceutical waivers).
Qualifications (Required):
  1. Minimum of Bachelor’s degree in Accounting or related field.
  2. Minimum of three to five years experience in accounting.
  3. Three to five years or more experience working and/or living in a developing country.
  4. Ability to work with large amounts of financial and accounting data, analyzing and interpreting that data.
  5. Proficiency in oral and written French is preferred.
  6. Excellent verbal and written communication skills.
  7. High degree of organizational and reporting ability with attention to detail and deadlines.
  8. Ability to work effectively and independently in a cross-cultural environment with diverse personalities and working styles.
  9. Skill in establishing and maintaining effective working relationships.
  10. Strong interpersonal skills that demonstrate a proven record of being an effective part of a team-oriented staff.
  11. Appreciation for and willingness to commit to the corporate mission of IMA as a service arm for relief and development agencies linked to U.S. Protestant denominations and overseas faith-based partner agencies.
