The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-Habitat) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). This post is located in the Staff Financial Services Unit within Accounts Section of Budget and Financial Management Service (BFMS)/UNON.
   

   
Responsibilities
   

   
Under the supervision of the Chief, Staff Financial Services Unit, the incumbent is responsible for the following:
1.  PAYMENT OF SALARIES AND ALLOWANCES: a) Ensure payment of staff salaries and entitlements through the Integrated Management Information System (IMIS). b) Review monthly net pay and facilitate corrections when applicable. c) Process other staff allowances. d) Perform all payroll related payments to third parties such as medical insurance premiums, pension contributions, etc. e) Prepare statements of taxable earnings, expenditure statements, payroll disbursement reports and other adhoc reports, as and when requested. f) Review, analyze and record pension fund related transactions for UNON, UNEP and UN-Habitat staff members. g) Communicate with UNDP field offices to ensure compliance with UN Joint Staff Pension Fund (UNJSPF) rules and regulations. h) Prepare separation notifications and provide advice to separating staff as well as new UNJSPF participants regarding withdrawal and retirement benefits. i) Regularly review, reconcile and clear the payroll clearing accounts receivable and payable in the general ledger. j) Raise, dispatch and follow up on Inter-Office Vouchers (IOVs) for payroll charges to other UN Agencies. k) Review and respond to internal and external audit queries.
2.  TRAVEL ADVANCES AND TRAVEL CLAIMS: a) Check travel claims compliance with the Staff Rules and Regulations and Travel Authorization. b) Recover over-entitlement on travel claims, when applicable, including Billing Advices, if required. c) Prepare claim requesting refund from issuing travel agency on all unused ticket coupons. d) Provide statistics of travel expenditure and maintain records of all returned documents. e) Draft, type and transmit all correspondence relating to travel claims, DSA and other travel-related issues. f) Participate in Daily Subsistence Allowance (DSA) survey for Kenya, if required. g) Assist in developing software applications for processing travel and other claims.
3.  CONSULTANCY CONTRACT PAYMENTS: a) Review, verify and process consultant payment requests. b) Consult with Fund Management Officers (FMOs), Programme Management Officers (PMOs) and/or Budget Officers on related obligations.
4.  Perform other related duties as assigned.

Education
   

   
Completion of secondary school education is required.  Additional technical training in the field of accounting/finance is required.
   

   
Work Experience
   

   
At least six (6) years’ experience in finance/accounting in a large computerized accounting environment.
   

   
Languages
   

   
English and French are the working languages of the United Nations Secretariat.  For the post advertised, fluency in written and oral English is required.  Knowledge of a second UN language is desirable.
   

   
Assessment Method
   

   
Evaluation of qualified candidates for this position will include a substantial assessment which will be followed by a competency-based interview.

Appointment against this post is on a local basis.  External candidates will be considered only when no suitable internal candidate from the duty station is identified.  The candidate is responsible for any travel expenses incurred in order to take-up the appointment.  Staff members are subject to the authority of and assignment by the Secretary-General.  All staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
