Logistics Officer Vacancy in Sudan (El Geneina) at Medair

Role and Responsibilities
To support the smooth functioning of the West Darfur programme, by appropriate management and implementation of the logistics department.
Project Overview
A relief response to the needs of approx 330,000 Internally Displaced Persons (IDPs) in West Darfur state. Activities include: provision of PHC; reproductive health; health education and hygiene promotion; improved water quality and access, and support of latrine construction. Some activities are in El Geneina town, however most are in rural locations (Geneina, Sirba and Habila, Zalingei, Beida Provinces).

Contract Details: One year, preferably two, 100%
Key activity areas
Logistics Management
Ensure effective logistics support for the West Darfur project:
• Train, support and empower the Logistics Supervisor - Nationally Recruited Staff (NRS).
• Support and supervise all logistical activities (including ordering, purchasing, asset tracking and storing) in coordination with the Logistics Supervisor. Ensure they are carried out in line with Medair and donor guidelines and procedures.
• Ensure inventory checks are carried out on a regular basis with appropriate supervision.
• Ensure good vehicle management, in line with relevant procedures and guidelines.

Administration
• Ensure administration related to logistics, including internal requests, checking of orders against waybills, stock control, asset tracking, and documentation related to purchase packet is completed in a timely manner.
• Contribute, as required, to the accurate and timely reporting of activities.

Quality Management
• Implement and enforce Quality Control measures to prevent loss, and ensure best use of Medair assets and finances.
• Conduct spot checks on logs procedures, particularly how the bid processes are conducted with suppliers and transporters.
• Ensure regular three month physical stock count with other support staff and ensure warehouse stocks are monitored.

Staff Management
• Manage personnel related issues for assigned NRS (e.g. job descriptions, recruitment, staff appraisals and disciplinary procedures, staff development and training and general well-being) in consultation relevant managers.
• Responsible for supervision, coaching/mentoring and appropriate training to national staff in assigned programmes.

Security Management
• Responsible for the general security and safety of the house, office, warehouses etc, in consultation with the Project Support Manager.

Qualifications
• Degree or relevant qualification
• Attendance of relevant logistics course desirable
Experience / Competencies
• One year of management experience
• Experience of logistics in humanitarian aid programmes in unstable security environments desirable
• One year of overseas experience
• Experience in Quality Control and Assets desirable

• At least one year of professional experience in a relevant field (more experience preferred)
• Minimum three months inter-cultural overseas experience
• Willing to commit to Medair for a minimum of one year
• Single, or married (without dependent children)
• Aged 25 - 55 generally preferred
• Strong working knowledge of English (oral and written)
• Working knowledge of French (oral and written) for French speaking field programmes
• Competent with MS Word, Excel, PowerPoint and Outlook
• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit
• Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
• El Geneina is a remote town in West Darfur, without continuous running water or electricity.
• Medair has been in the region for seven years and very good relationships with local people have been established. However, past and current conflict in Darfur means a constant awareness of the security situation is essential.
