Deputy Country Director – Programmes Jobs in Somalia

Role and Responsibilities
Overall responsibility for programme coordination between Field Project Managers, partners, and local authorities. Overall leadership and management of the Medair Burao office. Management of grants (proposal writing, budget writing, report writing). Acting Country Director during leave, travel etc. of the Country Director.
Project Overview
Medair has Health, Nutrition, WASH programmes in Toghdeer region, Somaliland. Potential projects include: emergency responses and/or expansion of initial programmes into areas with critical needs.

Key activity areas
Grant Management
• Management of donor grants and funds for all projects.
• Development of donor proposals, in coordination with the field Project Managers and the Country Director.
• Management of the process of writing monthly, quarterly and final reports for all projects and ensuring timely submission to donors.
• When appropriate, representation to donors at Nairobi or field level.
Projects Management
• Oversee the management of the projects in Somaliland.
• Ensure good cooperation and Medair representation with the national and local government.
• Ensure beneficiary accountability is included in the projects.
• Ensure the M&E components of the projects are achieved, in coordination with the Medical Advisor.
Financial Management
• Development of budgets, in collaboration with the field and Medair HQ, for projects and shared costs, ensuring they meet all relevant donor and Medair requirements.
• Supervising budget management and expenditure, in collaboration with the field, Nairobi staff, HQ.
Staff Management
• Management of the Somaliland-based project Internationally Recruited Staff (IRS) and KRS (Kenyan Recruited Staff) including appraisal, development and training; team building and general well-being of staff.
• Oversee general management of the entire Burao office.
Programme and Systems Support Management
• Overall coordination of programme activities including appropriate support to Project Managers and local projects for project management, financial management, operations and implementation of projects.
Security Management
• Ensure the Security Plan is updated regularly. Ensure that staff adhere to the Medair security plan, policies and guidelines.
• Maintain overview of the security situation and, with the support of the Country Director, lead the team to work safely in the area of operation.
Acting Country Director (CD)
• Responsibility to replace the Country Director in all aspects of their work during leave, travel etc as directed by the Country Director.
Management of Legal Status and Issues
• Ensuring that all legal requirements are met and maintained, including registration of Medair with relevant authority institutions.
• Liaison with government authorities to ensure their approval for projects.
Public Relations
• In consultation with the CD, develop and maintain relationships with authorities, NGO's, embassies and suppliers with the objective of raising public awareness of Medair.
Qualifications
• Relevant professional qualification; Post-graduate qualification in relief or development desirable
Experience / Competencies
• 2 years of experience in senior management position
• Minimum 1 year’s experience in a complex humanitarian emergency
• 2 years field management experience in relief and rehabilitation projects
• Good autonomy and deep sense of initiative and responsibility
• Able to work in fast moving environment and comfortable with constant change
• Excellent report writing and financial management skills
• Good knowledge of donor reporting and financial requirements
• Committed to team-building, and to consultative and servant leadership

• At least one year of professional experience in a relevant field (more experience preferred)
• Minimum 3 months inter-cultural overseas experience
• Willing to commit to Medair for a minimum of one year
• Single, or married (without dependent children)
• Aged 25 - 55 generally preferred
• Strong working knowledge of English (oral and written)
• Working knowledge of French (oral and written) for French speaking field programmes
• Competent with MS Word, Excel, PowerPoint and Outlook
• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit
• Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
Based in Burao, Somaliland with field visits to other accessible programme areas. Field visits will involve more basic living conditions, sometimes arduous travel and potentially high levels of insecurity. The team is based in a spacious house next to the office. Living standards are reasonably good and currently the security situation is stable but this can change rapidly. International staff are quite limited in their movements and the options for social activities are limited.
