Procurement Officer Job at The Medical Research Council/Uganda Virus Research Institute (MRC/UVRI)

The Medical Research Council/Uganda Virus Research Institute (MRC/UVRI) Uganda Research Unit on AIDS based at the Uganda Virus Research Institute, Entebbe invites applications from suitably qualified Ugandans for the post of Procurement Officer. The MRC/UVRI Uganda Research Unit on AIDS is a bilateral multi-disciplinary research organisation funded by the Medical Research Council (UK), DFID (UK) and other donor organisations.
The post is based at the MRC/UVRI in Entebbe and the successfully applicant will have responsibility for tendering and procurement locally and ordering overseas supplies through a UK procurement agency or the MRC Oracle on line platform once installed.
Duties and responsibilities: The Procurement Officer will be responsible for the key roles:

Prepare detailed specifications, Terms of References and Scope of works for goods, services and draft contracts in liaison with the relevant stake holder.

Analyse and present quotations/offers in a manner that facilitates the operation of the tendering committee.
*
Solicit quotations for materials and or/suppliers in respect of purchase requisitions below the tendering threshold.
*
Raise, enter into the Navision accounting system and file for audit purposes all purchase orders.
*
Follow up and resolve any delivery discrepancies or complaints.
*
Report monthly on the status of outstanding orders and follow up.
*
Maintain and update the approved suppliers’ database.
*
Perform any other duties as may be assigned by the Senior Accountant and Director of Operations from time to time.
Qualifications and experience: Applicants should have first University degree in Procurement and Supply Chain Management. Full or part qualification of the Chartered Institute of Purchasing and Supply (CIPS) will be an added advantage.
Good computer skills in use of MS Excel, MS Word and any other relevant corporate accounting package (especially Navision) is essential.
At least one year’s experience working in a busy procuring environment.
The candidate will need to have good analytical skills.
Excellent communication, interpersonal and reporting skills are essential plus an ability to pay close attention to detail. As the purchasing section is very small, the candidate should be able to work with minimum supervision in a tight deadline driven environment.
Terms and conditions: Terms and conditions for the post are within the MRC/UVRI on AIDS salary scales and will be commensurate with qualifications and experience.
Duration: Appointment to this post will be initially for two years with a 6 months probation period, but will be renewable subject to mutual agreement of the two parties.
