JOB CONTEXT: On 14 March 2011, Handicap International’s (HI) Mine Action Department deployed a team to eastern Libya to undertake a rapid assessment of risks posed by landmines, explosive remnants of war (ERW) and small arms on the general non-combatant population. In April, HI’s humanitarian mine action and small arms Emergency Risk Education (ERE) activities commenced in response to the immediate risks to civilian safety and security posed by mines/ERW contamination and large-scale proliferation, availability and misuse of SALW.
Eight months of conflict resulted in significant mine/ERW threats and subsequent humanitarian and development challenges.
Fighting has also led to uncontrolled flows and dispersion of SALW throughout Libya, causing deaths and injuries of civilians and jeopardizing the delivery of humanitarian aid. Outside of the battlefield, celebratory firing of weapons occurs routinely in the main towns throughout the country, causing substantial numbers of incidents. Hospital records also indicate a frequent occurrence of accidental firearm injuries in and out of the home among vulnerable groups, including women and children.
There is strong evidence that the uncontrolled availability, accessibility, proliferation, use and misuse of SALW among the civilian population across Libya is linked to accidental death, injury and disability both in and out of the home. Children are particularly at risk.
There is a strong need for coordinated national-level SALW Control efforts in Libya to address the short-, medium- and longer-term safety and security of Libya and its population. Moreover, reliable data on is needed as the new authorities seek to tackle associated threats, including by the recent introduction of a gun registration scheme.
JOB DESCRIPTION: As SALW Project Manager you will be responsible for acting as the primary HI focal point in Libya for all SALW and Armed Violence Reduction (AVR) initiatives.
Under the line management of the Head of Mission Libya and with accountabilities to the Desk Officer and the ARV Technical Advisor based at headquarters, you will be responsible for:
• Carrying out relevant and appropriate actions to ensure the delivery of the SALW project activities.
• Ensuring healthy and transparent coordination and partnerships with Libyan Government and civil-society organisations, and relevant international stakeholders.
• Representing HI in Tripoli and Benghazi with a focus on supporting relevant SALW Control efforts that minimise the impact of small arms availability and misuse on women, children and other vulnerable groups.
• Supporting the set-up of additional potential future SALW projects of Handicap International in Libya with the NTC and civil society stakeholders
CANDIDATE PROFILE: • You have at least a Bachelor degree in social/political sciences (or equivalent) • You obligatory understand and have some experience in Disarmament Sector (SALW control/awareness; mine Action…) • You have a proven experience in designing and implementation of activities in challenging, conflict-affected settings • You have excellent communication and inter-personal skills and previous experience in representing an organisation at senior level with government and non-government officials
REQUIRED LANGUAGE SKILLS: Fluent written and spoken English is essential
JOB ENVIRONMENT: International staff need to be aware that Libya is a post conflict state and that levels of instability can be expected as the country formally transitions into a new state. International staff should be aware of the inherent risks associated with such a context, as well as be able to monitor developments of the situation. Embassies are gradually re-opening in Libya and offering usual consular services to foreign nationals.
Although the job is based in Tripoli, travel to Misrata, Benghazi, and other areas is expected and is done by car or by UN flight, you should be willing to travel frequently (around 20-30% of time spent travelling)
You should expect compound work and living conditions, with limited opportunities to socialise.
This mission is open to a single departure only.
EMPLOYMENT CONDITIONS (depend of the experience of the applicant):
Salary: salary bracket: 2100-2400 € gross /month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
