Senior Economist at World Bank in Mozambique

Background/General Description:

The Southern Africa Poverty Reduction and Economic Management Unit (AFTP1) is currently seeking a GG level economist to work as Country Economist for Angola and Mozambique.   The position is based in Maputo.  The Senior Economist will lead the policy reform dialogue with the Government of Angola and work actively as well and lead parts of the policy dialogue with the Government of Mozambique.  In carrying out these tasks the Sr. Economist will work closely with the Lead Economist and Cluster Leader as well as the Country Management Unit based in Maputo, while reporting to the Sector Manager in Washington DC. 

Sector Context:

The Africa Poverty Reduction and Economic Management Group (AFR PREM) plays a key role in implementing the Africa Strategy.  The AFTP1 unit comprises more than 30 staff working on 15 Southern African countries (Angola, Botswana, Comoros, Lesotho, Malawi, Madagascar, Mauritius, Mozambique, Namibia, Sao Tome and Principe, Seychelles, South Africa, Swaziland, Zambia and Zimbabwe).  Most of the economists working in the unit are based in the field.  The country economists’ work programs are tailored to the specifics of each country but involve in virtually all cases a high level of responsibility and visibility.  Country economists are expected to carry forward the macroeconomic dialogue in each country, interacting with both senior government officials (up to and including Ministers) as well as other development partners and the IMF.

The Poverty Reduction and Economic Management (PREM) work program in Mozambique is a very varied and challenging one.  It includes intense dialogue on inclusive growth, macro and fiscal policies as well as institutional reforms.  It foresees continued work on the analytical front as well as preparation of Budget Support Operations.  The work-program in Angola is evolving and being developed.  The Sr. Economist is expected to play a major role in economic monitoring and development of analytical work tailored to the government needs.   The Sr. Economist is expected to play a major and visible role in the carrying out of this work program.

-  Have leadership roles in policy reform dialogue with Government authorities and development partners, including task management of Development Policy Operations.

-  Lead the preparation of critical Economic and Sector Work (ESW).

-  Represent the Bank in its dealings with the IMF on the macroeconomic framework.

-  Be an active member of the country teams and lead multi-sector tasks.

-  Lead within the country team relevant process tasks such as the annual Country Policy and Institutional Assessment (CPIA) exercise.



In addition to the Bank-wide criteria listed below, the successful candidate for this position should have:

(i)  demonstrated experience and superior technical skills on analysis of economic growth including micro foundations of growth as well as macroeconomic analysis especially on fiscal issues; 
(ii)  capacity to operate successfully across sectors and with other development partners.  Strong interpersonal skills are also required;
(iii)  ability  to interact effectively with senior members of the government, senior officials of donor governments, and with Bank senior management.

Other selection criteria include:
i)  Minimum of a Master’s degree in economics, with eight years of experience. Strong technical and operational skills as evidenced in a proven track record in delivery of Bank operations, such as ESWs or Development Policy Lending (DPLs);
ii)  Proven sense of initiative, results orientation, and leadership qualities, as well as effective team-work skills;
iii)  Strong communication skills, including the ability to speak persuasively and to present ideas clearly and concisely with senior policy officials;
iv)  Strong integrative capacities;
(v)  Ability to learn and work in Portuguese in a very short period of time.
