Sexual and Gender Based Violence Program Proposal Writer (Consultant)

Position Title: Sexual and Gender Based Violence Program Proposal Writer (Consultant) Company Name: United Methodist Committee on Relief (UMCOR-NGO) Position Location: Democratic Republic of the Congo
Purpose: The Gender Based Violence (GBV) Program Proposal Writer will work directly alongside the Head of Mission of the field office and the Program team in Headquarters to take the lead on writing a highly competitive proposal for a Bureau of Population, Refugees and Migration (BPRM) solicitation – AFR-12-CA-AF-100611-GREATLAKES. The country that will be served by this program is the Democratic Republic of the Congo (DRC).
This is a consultancy contract for between 10 and 14 days.
Essential Functions:
• Consult with all relevant stakeholders, including country government ministries, international agencies (especially UNHCR) and NGOs, and community leaders to develop program ideas and identify/select implementation sites; • Consult closely with UMCOR’s local and HQ staff to develop a sound concept and description for a program; • Produce/develop the programming proposal according to BPRM format; • Research the current and projected conditions within the selected region (Katanga Province, DRC) to develop and design a thorough proposal. • Design GBV programming around needs identified through assessments available and consultation with government and other organizations. • Liaise on an ongoing basis with UMCOR staff to resolve proposal questions; • Work with UMCOR’s Comptroller to help develop a budget for the proposed program (up to $600 000 for a 1 year project). • Specific component pieces the consultant will be responsible for writing/producing are: o All requirements for proposal submission as outlined in the BPRM General NGO Guidelines for Overseas Assistance including, but not limited to: o Detailed program design that provides an in-depth analysis of the situation and development of objectives, as well as the implementation plan for these objectives as well as the indicators; o A plan of operation that includes a detailed methodology and the interventions/activities that will be undertaken; and o A rigorous monitoring and evaluation plan to examine the effectiveness of both the quantitative and qualitative impacts of the project.
Requirements: The position requires a Master’s degree in International Development, International Relations, International Affairs or related field and at least 5 years of experience working in the field of GBV.
At a minimum, the candidate must have successful program development experience (specifically in the field of GBV) and excellent writing skills; proven knowledge and ability to provide assistance in US Government proposal writing and pre-award management; and knowledge of the situation in the DRC. In addition, the candidate must possess highly developed organizational skills, NGO experience (BPRM/UNHCR a plus) and knowledge of GBV in developing countries. Knowledge faith based organizations a plus. Fluency in English is required.
