INTRODUCTION Save the Children (SC) is an international organisation that has 27 member organisations across the globe. It is united by a common mission and brand but, to some extent, has until now been working independently from country to country and even within countries. With the decision by all Save the Children organizations to create an International Programmes Unit taken in 2010, Save the Children aims to create a stronger voice for children and to rationalize costs by unifying the operations in all countries. This will result in one organisation at the national level in each country and a unified programme delivery structure for all Save the Children International Members. Prior to the decision to create an international programme unit Save the Children had pursued a process of unifying programmes in countries where there were more than one Save the Children working. This meant that programmes run by different Save the Children organization were merged at country level under a Managing Member. The difference between the two processes is that under the International Programme Unit the role of the Managing Member will disappear. Save the Children UK, Denmark and Finland unified in Somalia in January 2010 under the name of Save The Children in Somalia and this is due to move to the IPU model by the end of 2012. As a result of the unification in 2010, and following an active fund raising strategy, after one year of “”unification” the programme budget was over GBP 10m. Of this 10m only 2m was related to what can be called emergency work and the programme was predominantly development orientated with multiple year projects in areas of protection, child survival (which includes health, nutrition and livelihoods), education, and Child Rights Governance. Save the Children works in all three “zones” of Somalia: Somaliland, Puntland and Central South Somalia (CSS). Due to constraints on security, and the need to liaise with UN agencies, other NGOs and donors, the country office is based in Nairobi and senior managers, coordinators and directors are expected to travel extensively to monitor and support programme work in all parts of Somalia that are accessible and where security threats are being effectively mitigated. Education including skills training and employment is one of the major themes in Save the Children’s Somalia/Somaliland programme. In connection with Save the Children (SC) has recently formed partnership with Mercy Corp and CARE to undertake a “Somalia Youth Leadership Initiative” project in Somaliland, Puntland and Galmudug (Central South Somalia). The project focuses on three key result areas: fair and equitable access to secondary education; economic and self reliance of youth through provision of skills training and employment services; and youth empowerment. SC plays a “Technical Assistance and Advisory” role within the first two result areas. To effectively execute its roles SC would like to recruit a TVET and Employment Specialist. JOB PURPOSE The post holder will serve as a TVET and Employment Specialist and ensure that the objectives/results of the skills training and employment components of the project are met to the satisfaction of the beneficiaries, ministries of education, involved implementing partners and the donor. The job demands frequent interaction with and provision of technical support to Mercy Corps (MC) and other implementing partners of the project, other actors involved in the sector including the government and training institutes in Puntland and Somaliland. Key Accountabilities • To lead on establishing baseline information of the project in general and TVET and Employment in particular • To provide technical support to implementing partners’ project teams and ensure that appropriate support systems and skills training that can lead to economic self-reliance of target groups is provided by project partners • To identify technical gaps that affect the attainment of the project objectives and results and initiate specific, innovative and practical measures that need to be taken by implementing partners • To provide conceptual and practical framework needed for planning and undertaking TVET and employment to implementing partners based on experiences obtained from implementing similar projects in and outside Somalia • To prepare and provide checklists for establishing and running quality and appropriate TVET and employment initiatives by implementing partners • Provide support to SYLI project staff of implementing partners in applying appropriate project implementation approaches as indicated in the action of the project, utilizing appropriate and relevant skills training curricula and linking training with employment opportunities • Provide technical support to the project staff of implementing partners in introducing and implementing effective and innovative Employment Promotion Services (EPS) • Provide technical support and guidance to the existing IBTVET Centres, mentoring SYLI project officers in their role and develop the implementation process for: (i) building competency-based assessment procedures (including internal and external assessment); (ii) upgrading of the training curriculum and teaching methodologies including the application of a competency-based TOT curriculum for trainers and TVET management in up to 10 trades/skills areas • Within the framework of the SYLI project, build the capacity of the TVET Service providers, support the TVET instructors in introduction of competency based training approaches as well as strengthening the capacity of the MOE for future TVET planning and management • Ensure standardisation of TVET within the SYLI this include the area of TVET content (training materials), approaches, assessment of competency and certification. • Plan and facilitate studies, researches, assessments, reviews and evaluation pertaining to TVET and employment aspects of SYLI project • To Ensure that an appropriate quality monitoring system is developed and utilized by all the project staff and ensure timely production of the project monitoring reports • To document and communicate good practice of the project as implemented by various implementing partners • To organise and facilitate technical meetings/workshops to staff involved in delivering the TVET and Employment part of the project • To attend periodic project coordination and review meetings together with implementing partners • To prepare project technical reports relating to activities carried out by SC with respect to the tasks assigned to it • Comply with all relevant Save the Children policies and procedures with respect to child protection, Health and safety, fraud, whistle blowing, equal opportunities and other relevant policies • Perform other tasks as instructed by his/her line manager.
WORKING CONTACTS Internal: All staff of SC Somalia/Somaliland program in general and Somaliland/Puntland TVET and employment Managers and staff in particular. External: Appropriate government authorities/offices, SYLI partners, TVET training institutes and other stakeholders in the region and outside the region as appropriate. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to. PERSON SPECIFICATION • Degree and/or post graduate qualification in TVET, business management, economics, education or related fields • Strong (proven) conceptual understanding of education and economic development in general and TVET and Employment in particular • Proven experience (at least 6 years) of planning, designing and implementing TVET and employment programmes • Proven practical experience of training facilitation and presentation skills • Knowledge and experience of project cycle management including stakeholder participation in project appraisal, monitoring and evaluation. • Proven ability to undertake research and assessments at community level on issues affecting youth education, training and employment • Good command in spoken English, Proposal & report writing skills. • Fluency in Somali language is an advantage • Good communication and interpersonal skills.
