Service Objectives:
• Recruit, train and mentor epidemiologists in South Sudan to improve disease surveillance, detection, and response to outbreaks by providing classroom training in applied epidemiology and leading applied activities and field investigations.
• Build self-sustaining institutionalized capacity in South Sudan through a competency based training program in laboratory quality management systems integrated with epidemiologic practice to achieve organizational excellence in public health practice.
• Collaborate with ongoing efforts of other USG and non-USG partners such as the Global Disease Detection to strengthen disease surveillance, response, biosecurity/biosafety, and improve public health.
• Ensure continued support of Ministries of Health and engage local counterparts
Task Requirements:
• Serve as the lead technical advisor to develop cadres of field epidemiologists who can practice evidence-based public health and strengthen surveillance.
• Strengthen public health workforce capacity to effectively use science-based information for planning, decision making, monitoring and evaluation. The RA shall ensure that MOH staff who participate in capacity-building programs achieve the competencies that will lead to improvements in health outcomes and implementation of appropriate and effective public health interventions.
• Develop a training curriculum and implement mentored training based on epidemiologic methods in collaboration with the MOH to strengthen outbreak detection and response and disease surveillance at national and sub-national levels.
• Assists trainees in the design and implementation of applied epidemiological research projects aimed at developing more effective public health interventions.
• Supervises trainees during field activities, including outbreak investigations, surveillance data analysis, and various quality improvement projects associated with EPI.
• Review all projects and work conducted by trainees for scientific quality and appropriateness.
• Assist trainees in preparing written and oral scientific presentations/publications.
• Assist the program with the selection, assignments, competency development and supervision of trainees.
• Routinely monitor and report on work conducted by trainees.
• Promote the institutionalization of applied public health capacity development within the MOH.
• Support the channeling broader CDC technical assistance in close coordination with the CDC-South Sudan Country Director
Task Deliverables:
• South Sudan workplan
• Training schedule for cohorts
• Standardized curriculum for use in South Sudan
• Bi-weekly bullets on trainings, workshops, conferences, and trips
• Updates (descriptions of field activities, trainings & accomplishments) for inclusion in publications such as the division newsletter, and CDC annual report.
• Presentations to visiting donors and high level national and international officials
• Information to MOHs on systematic enhancements to strengthen outbreak response and surveillance capacity
• Cohort data into EpiTrack
Minimum Qualifications and/or Certifications:
• Epidemiologist with at least five years of field experience (required)
• Cross-cultural experience with training health care workers (required)
• Program implementation experience in low-resource settings (required)
• Experience with routine immunization and disease eradication (preferred)
• Prior experience working in South Sudan (preferred)
• Ability to work in physically-demanding field settings (required)
