PROGRAM BACKGROUND
Building on the gains achieved since 2004, IMC is currently implementing health activities in Chad in three main domains namely Primary health care, Nutrition, Maternal and Child Health, HIV/AIDS, mental health and Protection under the Program Officer to fulfill the below described key responsibilities.
JOB SUMMARY
Reporting to the Programs Director, the Programs Officer will support the work of the programs, aimed at gathering/synthesizing baseline data, writing proposals and translating proposals into doable action plans. He/she will also be responsible for providing quality technical support for action plans implementation, oversight and reporting. S/he will document lessons learnt, advise Programs Director , field operations and partners in all matters relating to program technical issues. Also s/he will consolidate technical work with implementers at field level. Moreover, s/he will be responsible for writing briefing notes, technical updates and reports.
ESSENTIAL RESPONSIBILITIES
•Work in close coordination with partners, to undertake targeted supplementary baseline data collection, to inform IMC programming; •Work with Programs Department and other IMC staff to translate concept notes into programs, projects and/or action plans and related budgets; •Ensure sound and timely follow up on projects implementation and provide quality reports; •Draft technical reports as assigned by the supervisor; •Compile needs-based lists of equipments and supplies for various projects; •Support training activities as necessary;
•Map up health actors in IMC working zones and keep such file updated regularly; •Provide technical support to the field operations as requested; and •Perform other tasks related to this post and as requested by the supervisor.
SKILLS AND REQUIREMENTS
•Post graduate level education in management, public health or closely related social science; •A minimum of 5 years experience working in programming •Familiarity with working in a stressful environment and tight deadlines; •Proven ability to deliver tangible products, and on time •Demonstrated experience in translating concept notes into project proposals. •Demonstrated skills in proposal development, project development, reports writing; •Demonstrated experience in conducting baseline assessments and reporting •Excellent command and writing skills in English is mandatory •Working knowledge of French language •Solutions oriented with demonstrated analytical/operational skills. •Knowledge and practical experience of IMC’s key donors – USG (PRM, OFDA, USAID), UN-agencies (UNHCR, UNICEF, WFP), European donors (ECHO, EU, SIDA…) is preferred •Willingness to travel to and work in remote and/or insecure areas and conditions. •High level of familiarity with computer word-processing and spreadsheet essential, required.
LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language. • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players • Ability to speak French language required
