THE ORGANIZATION
Humanitarian Initiative Just Relief Aid (HIJRA) is a humanitarian and development organization that aims to positively contribute towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn of Africa. Our work involves provision of clean and accessible water supply, sanitation facilities and promotion of health/hygiene and food security programs. HIJRA is dedicated and committed to reconstruction of community livelihoods through its direct contacts with communities.
JOB PURPOSE
To be responsible for program development and management HIJRA’s resources and administration including people, budgets, funding, internal collaboration, external communications and representation, overseeing partnership and alliances development.
Under the guidance of HIJRA’s executive director, the country program manager is responsible for developing, implementing, monitoring and evaluating HIJRA programs in SOMALIA/KENYA.
S/he also plays a senior management role at the country (Somalia/Kenya) leadership team, working with senior program team and others to ensure maximum impact and effectiveness of Hijra’s work in Somalia/Kenya. SCOPE OF WORK
- Execution of country Strategy - Oversight of program implementation in line with donor requirements and partners - Country Representation;
- Managing Country program staff - Advisory role in program expansion and program development.
- Networking with partners and donors
- Takes lead in representing HIJRA Somalia/Kenya in humanitarian forums, builds relationships and
- Monitor trends and issues affecting the organization and develops strategic responses to
activities in line with HIJRA’S strategic goals.
- Provide leadership and quality oversight of efforts strengthening HIJRA’s Humanitarian Programs
- Support knowledge building and knowledge sharing at the country level focusing on achievements,
- Identify and follow-up on strategic opportunities for resource mobilization by developing effective and
- Manage and coordinate periodic internal reports, donor reports and contribute to HIJRA’s consolidated annual reports in consultation with relevant program/communication teams.
- Ensure that reports are in accordance with specific requirements of donors and or HIJRA - Monitor and evaluate ongoing programs/projects for delivery and impact; respond to political situations and adapt programming appropriately - Lead the process of team building and internal communication to maximize synergy between

- Master’s degree in development studies/ international Studies or related field - At least 10 years’ experience at comparable level of seniority in developing countries in at least two countries (i.e. refugee assistance; emergency response; post conflict development; start-up; close down)
- Excellent communication skills, including written and oral communication and the ability to present
- Solid diplomatic and representation skills the ability to effectively manage a variety of internal and
relationships:
- Proven cross-cultural people management skills and the ability to lead staff and promote productivity
- Demonstrated financial management experience, including the ability to effectively manage program
- Knowledge and understanding of the NGO humanitarian sector - The ability to be flexible and work well under pressure in a fast-paced team environment;
- Good computer skills, such as facility with MS Word, Excel, and email/internet software - Must have the ability to travel and work in difficult environment - Must have team work experience
