Organizational Context UNDP Somalia is comprised of three main programmes, Rule of Law and Security, Recovery and Sustainable Livelihoods and Governance. Under the IC retainer contract, the International Police Development Expert (the Contractor) directly supports the Civilian Police Project in Somalia. The Contractor works as part of the project team.
Objectives of the assignment Specific Objectives
To deliver bespoke training and development solutions to police and prosecution counterparts in Somaliland and Puntland with a possibility of other regions
To mentor counterparts as part of the institutional learning curve and monitor progress against technical benchmarks;
Scope of work
The Contractor will: Design training and capacity development activities for Crime Investigations and Prosecutions Capacity Development of counterparts initially in Puntland and Somaliland, including coverage of subjects as criminal investigation, preparation and supervision of evidence files, criminal trial preparation, conduct of criminal trials and supporting issues such as ; surveillance, forensics, crime scene, organized crime, counter piracy, human trafficking, money laundering, police counter-terrorism strategies, maritime policing, criminal intelligence, partnership and community policing ; •To implement and deliver training and development activities, as indicated above ; •To mentor counterparts in strategic positions (National Police & Prosecution Management Teams) regarding technical change strategies; •To monitor progress against police development indicators (Vera-Indicators), as per project M&E requirement •Provide technical advice to the project-manager as appropriate; Monitoring and Progress controls
The Contractor will work under the overall supervision of the Civilian Police Project Manager. Evaluation of the IC contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.
Final product/Deliverables
The Contractor will deliver the following results per specific activity:
•Written analysis of context regarding the subject of development •Written analysis of strengths and weaknesses of counterparts •Written analysis of relevant legal documents •Implementation Report, including methodology, description of pedagogical context and material used •A‘crime investigation & prosecution’ policy and procedure document, contextualized to local needs •End Report, including all training and development material and rating of counterparts and advisory of follow up for senior counterparts
Depending on the length of the activity the deliverables will be defined as milestones in concurrence with the Contractor in an attachment to the contract.
Review/approval time
The Program Manager will approve training and development reports prior to authorizing payments.
Qualifications and Competencies
Academic Qualifications: Advanced university degree in law enforcement, criminology or equivalent in military/police rank •Certification in Crime Investigations Management, or other relevant technical disciplines are an advantage Years of experience: •Minimum 10 years of relevant experience in crime investigations and criminal intelligence with a recognized Law Enforcement or Policing Agency •Proven experience in the design and delivery of criminal investigative, intelligence and prosecutions training; •Proven experience of working as a international police expert in developing countries; •Excellent command of English both oral and written; •Excellent communication and interpersonal skills; •Proven track-record of advising to strategic level police partners in developing countries; •Proven ability to work as part of a team in an international and multicultural environment. Language requirements:
Fluency in English is a requirement

Eg: The expert will be required to have a personal lap top computer.
Terms of Service This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
