Deputy Project Manager Job in Sierra Leone at Search for Common Ground

Introduction Search for Common Ground (SFCG) is a NGO operating in 26 countries around the world whose mission is to transform the way individuals, groups and societies deal with conflict - away from adversarial approaches, toward cooperative solutions. With headquarters in Washington, DC and Brussels, Belgium, we design and implement programmes aimed at resolving conflict, promoting nonviolence and strengthening democratic governance.
SFCG has a multi-faceted program in Sierra Leone combining media, community outreach and peacebuilding initiatives. We are seeking applications from competent persons with strong relationship building and negotiation skills to fill the position of Deputy Project Manager with responsibility for managing the implementation of a Civil Society elections strategy project. Once the election process project is underway, and based on the candidates output, this position will transition into Project Manager and ultimately to Head of Programming for SFCG.
Summary of Post The Deputy Project Manager will be responsible for supporting the smooth running and day to day management of the Promoting Inclusive and Peaceful Elections (PIPE) project under the supervision of the Project Manager and in cooperation with the project team. Responsibilities may include, but are not limited to: Scheduling; allocating resources; assessing risk and its management; coordinating the various components which contribute to the project as a whole to ensure they are being delivered on time; ensuring that deadlines are met; and updating staff and keeping all interested parties in the project informed of progress and any issues which may arise.
As the post transitions, the incumbent will be responsible for overall implementation and ensuring quality and outputs of SFCG programmes in Sierra Leone. S/he will work to ensure that the team is contributing to quality products that support the thematic and strategic goals of SFCG. S/he will as well manage multi dimensional conflict resolution and media projects supported by international donors and will be involved in facilitation of trainings and the production of radio programs. The incumbent will work closely with key supervisors of various units to support production of quality products, roll out activities, develop partnerships, identify needs for training, and track and monitor results.
Responsibilities Deputy Project Manager This position is responsible for: • managing the interfaces between the project teams, partners and civil society groups around the country, • ensuring effective inter-group coordination, • supervising the project monitoring and evaluation team members • working with the National Coordinating Committee, Thematic Leads and the Secretariat to ensure project objectives, outputs and outcomes are achieved • authorizing project groups to perform work to specification, within time and cost limits, in accordance with project standards, • providing technical support to the NCC and Thematic Leads • monitoring cost and schedule performance against the approved performance measurement baseline, • participating in Steering Committee meetings and decisions • serving the acceptor for the work delivered by project groups • acting as the local representation and backup for the Project Manager.
Required knowledge, qualifications and competencies for position We are searching for an individual with strong planning and problem solving skills, who is able to set clear, measurable goals. They must emphasize good time management without sacrificing quality, and be able to negotiate well and handle any issues with diplomacy and tact. Because the person will be working in a large team, they will need to be aware of group dynamics and relationship management.
Analytical skills, attention to detail and experience and interest in capacity building are a must for this position. The Deputy Project Manager will represent the project to a wider audience and should possess excellent oral and written communication skills.
The Deputy Project Manager must be willing to follow instructions and take a personal interest and pride in making sure the project is running smoothly at all times. They will also need to balance the administrative side of project management with getting results and keeping the team on track. They should be comfortable working in a pressured environment and have a good command of the elections process. They should enjoy working as part of a team and must take a leadership role as needed. They should be able to multi-task, prioritize and meet tight deadlines. They should get along well with others, and be a good listener. They should be punctual, reliable, and follow up on all action items.
Applicants must have: • 5+ years working in managerial position for civil society or international organization with a focus on conflict resolution, media and/or elections • A university degree in any of the social sciences or equivalent professional experience • Strong negotiation skills and experience working with partners and making decisions affecting those partnerships • Experience with budgeting and reporting program outcomes to International Donors • Ability to establish and maintain good relationships with colleagues and partners • Fluency in oral and written English • Eligibility to work in Sierra Leone without sponsorship • Strong command of computer programs, specifically Microsoft Office and the Internet
