Health Specialist UNICEF Jobs in Mozambique

In addition for specific case in Mozambique: The post incumbent will provide technical support to the Section Head in the “policy and planning” programmatic area. In the evolving aid environment of Mozambique, engagement of UNICEF at the policy level is critical. UNICEF is presently one of the leading partners at the sector wide fora (SWAp) in the area of health, which requires significant time and engagement from senior sectoral staff. It is equally important that UNICEF participates at the policy level fora through core funding, which will ensure continuity, predictability and reliability of the organisation in process oriented policy level work. Therefore it was approved to have a consistent RR-funded policy capacity, which represents a strong commitment to government, bilateral and multi-lateral partners that UNICEF is and will continue to be a reliable partner at national level policy fora. The post incumbent will particularly support the Section Head in data analysis and policy dialogue on equity, health financing, planning and budgeting. S/he will participate in critical SWAp meetings and will support national and provincial authorities in the annual planning and budgeting exercise, as well as in regular reviews of programs’performance.
Key expected results
  1. Data-driven and results-based management
    a. Participate in regular data-driven situational analyses (including epidemiological, gender equality and emergency assessments)
    b. Provide technical and operational guidance and support to government and non-government partners with scaling-up Health interventions;
    c. Champion results-based management;
    d. Monitor developments at regional and decentralized levels;
  2. Upstream activities
    a. Provide specific technical expertise on Health policies and other issues, including advocacy in gender equality, emergency preparedness and response, as appropriate and as defined by supervisors;
  3. Downstream activities
    a. Provide in-country technical and operational guidance on scaling-up related Health interventions;
    b. Contribute to the development and implementation of detailed sectoral work-plans and budgets for scaling-up assigned and specific Health interventions;
    c. Contribute to UNICEF country office’s readiness to deliver on the Health-related CCCs;
    d. Conduct regular field visits to monitor related programmes and participate in periodic programme reviews with Government counterparts and other partners with particular emphasis on under-served populations;
    e. Document and disseminate lessons learned of scaling-up Health interventions.
    f. Share good practices in gender equality programming, sharing good practices at the national level.
  4. Monitoring, evaluation and reporting
    a. Collaborate with (Senior) Health Specialist to timely, efficiently, rigorously and transparently monitor, evaluate and report on related Health programs;
    b. Contribute to the preparation of relevant sections of the annual Health sector status reports;
    c. Submit transparent and timely reports to donors and other partners.
  5. Accountability
    a. Ensure related UNICEF, government and non-government staff comply with UNICEF’s financial rules including emergency fast-track procedures;
    b. In close collaboration with Operations and Supply staff, regularly monitor and report on use of related supplies and other resources donated to the government and non-government partners;
    c. Collaborate with the Operations Section and Government authorities to maintain sound internal controls, supportive of specific Health interventions as well as to ensure accountability.
  6. Knowledge management
    a. Document and disseminate lessons learned;
    b. Implement country-specific capacity building activities.
  7. Rights-based programmes through Results-Based Approach
    a. Ensure UNICEF, government and non-government staff apply right-based approaches to programming and humanitarian principles;
    b. Promote the quality of rights-based Health programmes through the formulation of programme goals and strategies and approaches.
  8. Partnerships and leveraging resources
    a. Maintain close working relationships with other related UNICEF sectors, particularly nutrition, HIV, WASH, and programme communication;
    b. Coordinate with related UNICEF Regional Advisers and HQ Officers to ensure strategies are aligned with global and regional strategies;
    c. Establish active and participatory partnerships with related Health sector stakeholders (Government, WHO, other UN agencies, NGOs and bilateral agencies) and interact with them at different stages of Health programme design and implementation and identify opportunities for leveraging resources to be brought to the attention of Chief of Health Section.
Qualification
Advanced degree in one of the disciplines relevant to the following areas: Public Health, Health Economics, Health Policy and Management, or a field relevant to international development assistance in Health*.
Five years of relevant work experience. Awareness of the technical support required in health related emergency and humanitarian preparedness. Experience working in the UN or other international development organization, and field work experience an asset. Background/familiarity with Emergency and gender mainstreaming.
Fluency in English and a second UN working language. A good knowledge of local working language of the duty station Portuguese an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
