Logistics & ICT Officer Job in Somalia at Medair

Role and Responsibilities
To support the smooth functioning of the Somaliland programme, by appropriate management and implementation of delegated activities within the logistics department. To facilitate the objectives of the Medair Country Programme, by enabling effective information management and communications, supported by appropriate technology and training.
Project Overview
Currently the Health, Nutrition, and WASH programme runs in Burao town, and rural southern Togdheer region, Somaliland. There is also a Health, Nutrition and WASH programme start up in Sool and Sanaag regions, Somaliland. Potential projects include Emergency Responses and/or expansion of initial programmes into areas with critical needs.

Key Activity Areas
Logistics Management
• Ensure effective logistics support for the projects.
• Support logistical activities in the areas of Procurement, Equipment and Facilities (including ordering, purchasing, asset tracking & maintenance) in co-ordination with the Senior Logistics Officer, Caynabo PSM and Logistics Manager. Ensure they are carried out in line with Medair and donor guidelines and procedures.

Administration
• Ensure administration related to logistics, including purchase requests, checking of order against waybills, asset tracking, and documentation related to purchase packet is completed in a timely manner.
• Ensure a clear and transparent paper trail is prepared for handovers and smooth continuation of the role.

ICT Support
• Identify and document ICT requirements.
• Develop ICT strategy and training.
• Resource adequately, creating an ICT environment that is aligned with HQ policy and guidelines.
• Safe-guarding confidentiality, integrity and availability of systems and data.
• Future proof for future developments in Medair and ICT environment.
• Monitor the ICT budget and advise on all ICT-related purchases and contracts for Country Programme. ICT Management
• Set-up and support network, server and computers, including radio network and satellite communications in Burao base and as required in Caynabo and Hargeisa bases.
• Perform software installation and upgrades including anti-Virus software on all machines.
• Ensure adequate, fully protected power for ICT equipment.
• Implement and sustain a regular maintenance and backup schedule for the office network, server and computers.
• Train field ICT Focal Point staff.
• Visit field locations to offer training and support and remote support as needed.
• Develop and optimise a resilient field IT infrastructure. Quality Management
• Implement and enforce Quality Control measures to prevent loss and ensure best use of Medair assets and finances. Create and update Price Lists, Check Lists, SOPs, etc.
• Carry-out regular inspections and spot-checks, both on ICT systems and on-going work and warehousing.
• Promote and use the Medair e-library, ensuring that all standardised formats are used and guidelines followed.
• Aim to adhere to Sphere standards, HAP principles and other relevant good practice as far as possible within operational constraints. Staff Management
• Of NRS as delegated.
• Development and training for assigned staff.
Qualifications
• Degree or relevant qualification
• Broad qualification in ICT including theory and practice of computer, server and network management
Experience / Competencies
• One year’s management experience
• Two to three years’ experience in ICT
• Experience in logistics and or stock control and management
• One year’s overseas experience
• Knowledge of network and server management
• Able to enforce procedures and oversee multiple tasks
• Willingness to learn and to be stretched professionally, personally and spiritually
• Problem solving ability with equipment ranging from PC's to vehicles and radios

• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• The team is based in a spacious house next to the office. Living standards are reasonably good and currently the security situation is stable but this can change rapidly. International staff are quite limited in their movements and since there are few international agencies in Burao town, the options for social activities are limited.
• The staff member will be based in Burao but it may be necessary to work in other locations in Somaliland on occasions, depending on project needs and security situation. Such locations may have different facilities and security conditions than those described here.
