Regional Representative, Central Africa Regional Programme (CARPO)

WWF has retained the services of Mission Talent to perform a search for their Regional Representative for the Central Africa Regional Programme.

WWF's Central Africa Programme, headquartered in Cameroon, was founded in 1990. It is focused on the Congo basin and provides support to WWF's offices and projects in Cameroon, Central African Republic, the Democratic Republic of Congo and Gabon.

OVERALL RESPONSIBILITIES

Provides effective supervision and line management to the Leader “Green Heart Of Africa” (GHOA) Network Initiative, the CARPO Regional Office in Yaounde and to Directors of WWF Country Offices in Central Africa;
Ensures that Regional and Country Offices are effectively and efficiently managed in all key programme areas – operations, finance, HR, conservation, communication and fundraising  - achieving first-rate KPI’s and providing the basis for the GHOA NI to be most effective in achieving its vision;
Ensures that the WWF CARPO's legal and reporting requirements are met and adhere to WWF's policies, procedures and standards.

DUTIES & RESPONSIBILITIES

Ensures that an overall Strategic Plan (comprising a Conservation Plan and Operational) is developed and effectively implemented for the CARPO, approved by the Director, Programme Office Management, the GHOA SHG and relevant WWF Committee’s, and is effectively contributing to the vision of the GHOA NI and other priorities defined in WWF’s Global Programme Framework;
Provides the Leader GHOA with the necessary authority, autonomy and organisational and operational set-up to do his job most effectively;
Ensures the development of strong and effective Country Offices and a clear division of work between them and the Regional Office in line with different mandates and defined job descriptions;
Provides effective leadership and support throughout the change process ensuring effective and efficient alignment of all parts of CARPO to the GHOA NI and other deliverables defined in the Strategic Plan for the programme;
In line with the overall strategic plan develops annual workplan for the CARPO with clear priorities and ensures efficient implementation;
In line with the requirements of a network wide monitoring and reporting system ensures the establishment of a monitoring and reporting system for CARPO measuring the performance of the against the overall Strategic Plan;
Ensures timely technical, financial and journalistic reporting to donors, WWF International and all relevant parts of the WWF Network according to agreed standards;
Ensures that the WWF International Board approved policies, procedures and standards for operational, financial, personnel and administrative systems and outputs are implemented in the CARPO;
Ensures that CARPO has the sufficient capacity and financial resources, most efficient structures, systems and processes in place to effectively implement it’s strategic plan;
Ensures that CARPO cooperates with financial, operational and programmatic audits and implements in a timely manner audit recommendations;
Establishes an effective internal communication system to ensure that all staff working for CARPO are fully informed of WWFs Mission, Global Programme Framework Priorities and Strategic Approaches and kept abreast of new developments, polices and procedures as and when they arise;
In close coordination and consultation with the Leader GHOA NI participates in key fundraising approaches to National Organisations, Government and Aid Agencies, corporate and private donors within the policies, procedures and standards set by the WWF International Board;
As a member of the GHOA NI Shareholder Group (SHG) participates in all SHG meetings and ensures that relevant decisions and recommendations are timely and effectively implemented;
In close coordination and consultation with the Leader GHOA NI acts as an ambassador and representative of WWF at the regional level participating in relevant meetings, conferences and fora;
Performs other duties as requested by the Director, Programme Office Management or his/her designate.

REQUIRED SKILLS & QUALIFICATIONS

Advanced University degree in Business Management, International Relations/Development and other related fields;
Additional academic training or degree in an Environmental field such as Natural Resource Management is a strong asset;
Proven track record and proficiency in successfully leading large scale programmes and/or institutions in the field of conservation, natural-resource management or international development;
At least 10 years professional experience in a leadership role, 3-5 years of which should be in the region, with demonstrated success in managing multi-disciplinary teams.
Proven leadership skills, excellent capacity to manage human and financial resources, strong skills in project planning, financing, implementation and evaluation;
Demonstrated fund-raising skills and experience with donor/government aid agencies;
Excellent inter-personal skills, ability to operate at all levels and liaise effectively with local communities, government agencies, governmental policy and decision makers, as well the business community;
Proven knowledge and experience of the not-for-profit sector, preferably of environmental non- government organisations;
Demonstrated experience in developing, implementing and evaluating strategic plans;
High level negotiation and influencing skills and the capacity to develop and maintain strong relationships at all levels in the business, not-for-profit, scientific and political communities;
Media relation skills and networks at the highest levels of Governments and Business;
Excellent oral and written communications skills in English and French;
