Logistics Manager Job in Somalia at Medair

Role and Responsibilities
To facilitate the objectives of the Somaliland programme, by meeting the logistics requirements (including management of supply chain, vehicles and assets) of all Medair projects, in a timely, efficient and accurate manner, while also meeting relevant information, reporting and accountability requirements.
Project Overview
A Health, Nutrition, and WASH programme currently running in Burao town, and rural southern Togdheer region, Somaliland. A Health, Nutrition and WASH programme start up in Sool and Sanaag regions, Somaliland. Potential projects include Emergency Responses and/or expansion of programmes into areas with critical needs.

Key activity areas
Logistics Management
• Supply Chain Management
Management of necessary supply chain to ensure all Medair field projects receive required supplies and equipment accurately, on time, in budget and to required quality (including ordering nationally or internationally; importation; warehousing; and transport to field locations), while meeting relevant information needs (including management and dissemination of information relating to order and supply chain status) and reporting and accountability requirements (including for beneficiaries, project, Medair and donors).
• IT & Communications Equipment Management
Procurement, allocation, maintenance, replacement, service provider payments, and reporting.
• Asset Management
Procurement, allocation, registering/inventory tracking, maintenance, replacement, and reporting.
• Vehicle Management.
Vehicle procurement, scheduling, maintenance, replacement, reporting, driver training, authorisation and supervision.
• Hargeisa Base Maintenance and Field Base Support and Setup
Provide logistical support to all field bases (including management of supply chain, vehicles and assets, training of local logisticians, drivers, etc.) by regular field visits.
• Staff Coaching
Provide HHP training and supervision to CLOs and affiliated staff where Health, Nutrition, NFI, and WASH programmes are supported. Train and assist other team members in HHP methodologies as requested. Advise on recruitment of new HHP staff.
• Liaison with Nairobi office on Kenyan procurement
Regular trips to check samples and oversee shipments.

Staff Management
• Ensure that logistics staff (IRS, KRS and NRS) are adequately trained and are provided with opportunities for mentoring and coaching where necessary within budget constraints.
• Manage national logistical staff in Hargeisa (including recruitment, appraisal, management, development & training, general well-being, job descriptions) in consultation with relevant colleagues.

Security Management
• Responsible to be aware of security procedures and guidelines in place, follow them and ensure that other staff abide to them.
• Ensure health and safety operational approaches are employed during all health activities.
• Manage technical resources available and to maintain communication and security equipment in good functioning condition.

Quality Management
• Promote and use Medair’s standardised ensuring all standardised formats are used and guidelines followed.
• Ensure the tendering process guidelines are followed and that the purchase / log pack is complete for each transaction as per the Medair Procedures.

Qualifications
• Relevant higher level qualification or equivalent work experience;
• RedR Logistics Course or equivalent
• Qualification in logistics or Supply Chain Management, Business Management or similar desirable
Experience / Competencies
• Previous management expertise (project and staff). Experience in IT
• Solid knowledge and understanding of practical Logistic Procedures
• Previous work experience in logistics, preferably in humanitarian aid programmes desirable
• Previous responsibility for managing security desirable
• Experience of health, water and sanitation, logistic activities / programmes desirable
• One year previous overseas experience

Working Conditions

• Security is always a concern and routine team briefs give information and advise both nationals and internationals to the current security status. Security advice for Nairobi is provided locally.
