Project Support Manager Job in Madagascar at Medair

Role and Responsibilities
To organise and manage administration, HR, logistics, and financial processes to ensure that the Madagascar programme functions effectively, with integrity, according to national laws. Giving some programme related leadership support to the CD as is needed.
Project Overview
Currently Medair runs three main programmes in Madagascar. Medair provides rapid response to post-cyclone emergencies everywhere on the island. Medair is running Disaster Risk Reduction projects in seven communes of the Maroantsetra district, helping the local communities prepare for cyclones and flood. Medair is aiming to give the population of the Maroantsetra district tools for sustainable development, through WASH projects.

Key activity areas
Line Management
• Direct supervision of admin, HR, logistics, and finance staff based in Antananarivo (Tana).
• Oversee all support staff based in the office, house and compound including recruitment, appraisal, management, development and training, general well-being, job descriptions, work schedules, disciplinary actions, etc.

HR Management
• Make sure all HR files are kept up-to-date, and all contracts respect Malagasy laws.
• In coordination with the Finance Officer, ensure monthly base salaries / allowances and invoices are paid on time.
• Proactively propose new procedures and improvements in HR administration (templates, salary table, guidelines, etc.).

Financial Management
• Ensure Expense Sheets are completed properly, that all procedures are well followed, completely documented and sent to HQ in a timely fashion (electronic and paper).
• Responsible for the current and future yearly Tana base budget.

Logistics Management
• To ensure all Medair logistical practices and procedures, as well as donor specific requirements are followed up on and complied with.
• Responsible for Medair stock, assets and equipment thorough management of logistics with staff members.

Administration Management
• Make sure Medair’s administration standards meet Malagasy requirements.
• To promote and use the Medair e-library, ensuring the all standardised formats are used and guidelines followed, so as to implement projects that meet the real needs of the beneficiaries and staff in accordance with their requirements, standards and cultural background.
• Initiate improvements to Medair base management systems which will contribute towards the smooth running of operations.

Communications
• To develop and maintain a transparent, honest and supportive communication structure with the office team and the field sites (so as to ensure they are kept informed of base activities, etc.).

Supporting the Country Director
• It is expected that the PSM will support the CD in some tasks linked to the programme side. These tasks could include both work on specific assignments, external relations and representation in relevant meetings.
Qualifications
• Degree or diploma in business management / administration / accounting desirable
Experience / Competencies
• Two years minimum experience in finance and logistics position and/or programme support/assistance
• Proven management experience
• Previous finance, admin, HR, or logistic experience desirable
• One year of work abroad in a relief context desirable
• Strong working knowledge of French (spoken and written)
• Native French speaker, Malagasy knowledge desirable
• Able to set clear objectives for other staff and coach/guide them in developing their skills
• Diplomatic and sensitive to cross-cultural issues
• Able to develop and maintain effective relationships with beneficiaries, colleagues, donors and other agencies’ staff

• Minimum three months of overseas intercultural experience
• Strong working knowledge of English (spoken and written)

• Competent with Office Word, Excel, PowerPoint, and Outlook
• Successful completion of Medair’s Relief and Rehabilitation Course (ROC)
• Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts
• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physical fitness

Working Conditions
• Antananarivo (Tana) is a big capital city (2.5 million inhabitants) lying in the centre of Madagascar at 1300 metres above sea level. As with every big city, there are security problems, which are especially amplified in times of political instability.
• Living conditions are good (electricity, clean running water, supermarkets, restaurants, hotels, etc.).
• The PSM will mainly spend his time at the office in Antananarivo.
