POSITION TITLE: Nutrition Coordinator COUNTRY PROGRAM: North Sudan RESPONSIBLE TO: Senior Program Coordinator STATUS: Full Time SUPERVISORY CAPACITY: Nutrition Team
DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION The protracted emergency in Darfur, characterized by multiple and prolonged displacements, has seen ARC addressing humanitarian and more recently, recovery needs of over 900,000 IDPs, returnees and host communities in South Darfur. Starting in 2004, ARC Darfur Program has implemented life-saving emergency Health, Nutrition, WASH and Agriculture programs amongst the conflict affected populations in camps as well as host communities within the Nyala-Gereida and Nyala-Tulus corridors in South Darfur.
Significant progress in the Darfur Peace Process has improved stability and stimulated returns in some areas creating windows for recovery programming. However, low intensity inter-tribal conflicts continue to cause fresh displacements in some areas. In addition a significant proportion of Darfur’s population continues to reside in IDP camps requiring continued humanitarian assistance. The target populations in South Darfur continue to be vulnerable to health and food crises as a result of poor access to basic services and limited livelihoods opportunities that households can use to access adequate food. ARC’s health and nutrition programs have a special emphasis on Maternal and Child health and the organization has adopted an integrated multi-sectoral approach to address the determinants of poor maternal child health outcomes.
Given the multiple underlying causes of malnutrition in the target communities, ARC is implementing Community based Management of Acute Malnutrition (CMAM). Currently the Program provides nutritional rehabilitation of Moderate Malnutrition cases through 10 Supplementary Feeding Centres while Acute malnutrition is managed through 7 OTPs that are within the Primary Health Care facilities operated by ARC. The Program strategy as regards health and nutrition includes support to 14 static and 5 mobile clinics in 2 IDP camps and un-served rural areas to ensure access to quality essential health care. ARC also focuses on building local capacity through a community based outreach component and engages with the Ministry of Health at the state and locality to strengthen collaboration, coordination and technical support supervision.
The focus for 2011-12 will be to continue support for improved primary health and nutrition care provision in the selected locations, consolidating program quality, improving community involvement in the program planning and implementation through intensified community based approaches, capacity building of national staffs and local health system. In addition, ARC has an interest to explore the emergency and recovery needs of the population living in North Darfur.
PRIMARY PURPOSE OF THE POSITION This position makes decisions on technical resource requirements for nutrition programme implementation, and financial resource allocations for activities; makes technical decisions that cover programme management, design, and monitoring, which directly affect the achievement of goals and objectives; makes administrative decisions on the management of the section and teams, which affect their output and efficiency.
The position is highly technical and managerial as the incumbent provides authoritative advice/interpretation of guidelines, and contributes to the development of new guidelines as the programme evolves, or country situation demands. This position will provide leadership and support to the emergency, transition and long term programming in the Nutrition sector. It will demand both the technical knowledge and the work experience, needed to coordinate a nutrition program.
The nutrition coordinator will be responsible for ensuring management of the nutrition program is executed in line with international humanitarian standards and donor guidelines with the assistance of the Senior Program Coordinator. This position demands an ability to manage, organize and support all aspects of the program; including other agency liaison, training and supervising regional and local staff using techniques and tools available and appropriate to Darfur.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Program Development 20% • Coordinate with the SPC in the expansion of ARC’s nutrition programming in South Darfur and beyond if need be. • Design value added activities to be incorporated into CMAM and support field teams in their implementation. • Take lead in the re-orientation of the nutrition project to reflect internationally recognized core components of CMAM. • Take part in the compilation of project proposals in collaboration with other technical staff. • Provide technical oversight in the Integration of nutrition program with current PHC, WASH and agriculture sectors in South Darfur. • Provide technical contribution to ARC country strategy for nutrition sector.
Coordination, Representation and Networking 25% • Represent ARC in thematic and sectoral meetings related to nutrition at state level. • Participate in internal coordination meetings and support integration of nutrition interventions with other sector activities. • Promote a harmonized approach in issues nutrition in all project areas including promoting communication and sharing across project sites (reporting, protocols etc). • Keep the SPC apprised of all nutrition issues including new concepts, planning, changes, challenges etc. • To liaise, with the Ministry of Health, UNICEF and WFP to ensure timely and appropriate provision of service and use of resources.
Technical support, training and capacity building 25% • Provide technical supervision on nutrition interventions to all project sites. • Provide technical guidance to staff implementing nutrition program on the integration of a nutrition component into the overall ARC program which includes Primary Health Care, Reproductive Health, WASH and agricultural support services. • Ensure that the implementation of the nutrition program conform to internationally accepted standards and country guidelines. • Providing technical leadership and support for conducting nutrition surveys in all project sites, participate in reporting and generate discussion within the nutrition cluster for any issues which needs to be addressed jointly. • Carry out training needs assessments of nutrition staff and develop a training plan to meet such needs identified.
Monitoring, Evaluation and Reporting 25% • In coordination with the M&E officer ensure a process and final evaluation and monitoring of the nutrition projects is undertaken throughout the project sites. • Undertake routine monitoring and support supervision of the nutrition activities and based on such propose solutions and way forward. • Support nutrition manager to ensure that summary programmatic data is available for programmatic input. • Follow up with nutrition staff on the utilization of commodities and supplies to avoid expiry of the same or pipeline breaks. • Review nutrition sections of donor reports and ensure the technical quality of such sections. • Working closely with nutrition project staff to ensure that nutrition reports are prepared and submitted timely to donor and other stakeholders.
Security 5% • Full adherence to ARC North Sudan Program Security procedures. • Full adherence to ARC North Sudan field communication protocols and standard operating. procedures, informing fellow team members and the Program Coordinator immediately of any security incident. • To behave at all times in a manner which positively promotes ARC and its work with communities we serve.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED • Nutrition specialist with an advanced degree, MD, MPH with comprehensive Nutrition background and experience. • Minimum 4 years overseas experience implementing and developing nutrition programs in emergency and post conflict environments in limited resource settings and insecure environments. • Work experience in CMAM and conducting nutrition surveys. • Demonstrated experience in designing and implementing integrated multisectoral projects with nutrition components. • Experience in designing and implementing trainings and trainings of trainers. • Demonstrated experience with proposal development and writing. • Demonstrated analytical and conceptual skills to plan projects, sequence planned activities and oversee their implementation. • Experience in representation and interaction with donors, government officials, international organizations and NGO representatives concerning health issues and initiatives in complex humanitarian emergencies. • Thorough knowledge and experience with Sphere Standards. • Strong computer skills including word processing, and excel and experience working with software programs such as CSPRO and EPI info. • Experience in managing USAID/OFDA grants.
