The complex and interlocking nature of the conflicts in the Republic of South Sudan combined with the still relatively weak institutions inevitably create the need for capacity strengthening in order to respond to the tasks at hand.   The Southern Sudan Bureau for Community Security and Small Arms Control (SSBCSSAC) has done a tremendous job at Juba level and State/county levels. Many partners have developed a keen interest to work in the field of community security but this has created enormous challenges related to lack of coordinated implementation by both government institutions and development partners leading to duplication, concentration of interventions in few areas, inability to ably track performance and the sidelining of the Bureau – which is the lead agency in community security.

In addition, there is a major gap between the Bureau staff based at the State level and those based at the head office. There is no adequate follow up and clarity of role for the Bureau staff at State level and the concerns of the State Bureau staff do not receive adequate attention and follow up leading to demoralization. This has affected the ability of the Bureau to effectively execute its mandate at state and community level.

After a critical review of the current capacity gaps at the Bureau, the conclusion points to the need for a focal person that will be charged with the responsibility of spearheading the Bureau work  related to policy formulation, programming and coordinating implementation of the Bureau activities with the partners.  This person will be hosted by the SSBCSSAC and report to the UNDP CSAC Project Manager/Head of the SSBCSSAC.  He/she will be based in Juba, South Sudan, with extensive field travel to all 10 States.

Duties and Responsibilities
Within the terms of UNDP South Sudan’s delegated authority, under the overall leadership and guidance of the Head of the Bureau and under the direct supervision of CSAC Project Manager, the SSBCSSAC Programme Coordinator will be responsible for supporting Head of Bureau in coordinating implementation of the activities at the Headquarters, State, County and community levels. This position will assist in the planning, coordination, implementation and sharing of information with the Bureau and its partners. The Programme Coordinator will also be involved in supporting the administration department, procurement, monitoring and evaluation campaigns and other projects that take place in the states.

Specifically, the SSBCSSAC Programme Coordinator will undertake the following:


    * Provision of technical and secretariat support to thematic/sector working groups on community security, rule of law, and stabilization. This includes support in the preparation of documents and circulating the agenda of coordination meetings, chaired by the head of the Bureau, as well as drafting, incorporating comments and distributing minutes of meetings;
    * Support coordination with government counterparts, implementing partners, beneficiaries, international financial institutions (IFIs), UN agencies, bilateral and multilateral donors and other relevant stakeholders within and outside government;
    * Liaison with Directors at headquarters and States, members of State committees, build relationships with all actors related to CSSAC issues and activities at the State and County level, especially with donors;
    * Maintain good working relation with all Bureau staff and state actors and committees;
    * Develop and maintain an effective early warning mechanism and coordinate with partners and relevant stakeholders to collect early warning data and conduct analysis;
    * Support the State Bureau offices to establish and maintain vibrant community security coordination meetings involving all partners.

Programme Development:

    * Support programme development of the CSSAC issues including resource mobilization efforts. This includes drafting of concept notes, project documents/proposals, work plans, budgets, results and monitoring frameworks;
    * Provide other technical support to programming initiatives in conflict prevention, community policing, human security, stabilization, early recovery and reintegration;
    * Support the development, administration and follow-up of project related activities, particularly on Small Arms and Light Weapons (SALW);
    * Compile reports and preparing working papers for delegations on project activities in response to participating States' requests for assistance in securing and managing stockpiles of SALW, conventional ammunition and other dangerous components of conventional weapons;
    * Support the Bureau to engage effectively with the regional governments on addressing proliferations of small arms in the sub region, working with the existing initiatives like RECSA, ICGLR and other IGAD initiatives;
    * Provide support in organizing seminars and workshops on the implementation of the Document on SALW, the Document on Stockpiles of Conventional Ammunition (SCA) as well as other ICGLR agreements on the politico-military aspects of security.

Monitoring and Evaluation:

    * Support management of the CSSAC Project through effective participatory results-based management (RBM) tools and systems;
    * Organize and conduct field monitoring missions to assess/review and report on community security and community consultation processes, conflict sensitive development projects, and other Bureau activities. This includes drafting of M&E frameworks and plans and drafting of monitoring and/or mission reports;
    * Support organization, coordination and provide logistical support to audit, reviews and/or evaluation missions;
    * Draft briefing notes, presentations and other documents/reports for the head of the Bureau and Directors or senior staff of government counterparts and/or donors;
    * Support the SSBCSSAC in regular progress reporting in line with scheduled reporting deadlines and share it with the Head of Bureau and senior Bureau staff;
    * Support and coordinate with the Director for Security Research, Analysis and Policy Formation to undertake monitoring and evaluation of Bureau activities Tasks and Responsibilities;
    * Work with State and County actors to undertake dissemination and information campaigns related to community security, small arms control.


    * When working with staff, especially at State level, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training for the junior staff;
    * Provide support as requested from Head of Bureau;
    * Any other related duties as may be required.

Conditions of Service:

Individual Contract is issued for 12 months at a time (renewable depending on mandate, availability of funding, operational necessity and/or satisfactory performance).


    * Knowledge of Financial Management and Budget preparation for both NGO and Government processes;
    * Ability to establish and maintain effective working relations with staff and external clients;
    * Strong analytical skills combined with good judgment;
    * Discretion and sound reasoning in dealing with sensitive matters;
    * Ability to independently solve complex and challenging problems;
    * Previous work experience in Southern Sudan or in East Africa is a significant advantage;
    * Excellent command of written and spoken English, as well as outstanding drafting, communication and interpersonal skills including negotiation skills with the ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective;
    * Professional experience in security policy and/or arms control;
    * Tact and discretion in interactions with delegates and officials from participating States, national governments, international organizations and NGOs;
    * Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
    * Vast knowledge of South Sudan Regions, States, Counties and lower administrative centres;
    * Resident in Juba but willing to travel to other States as and when required.

Language requirement

    * Proficiency is required in English, Arabic and / or knowledge of any major Southern Sudanese language is essential.

Required Skills and Experience

Qualifications, skills, experience:

The incumbent must be a dynamic, multi-functional and talented Sudanese national, who supports the SSBCSSAC Head and other Team and/or staff members with professionalism, dedication and client orientation tailored to realise the Bureau mandate.


    * University education with specialised certification and/or masters in development studies, peace or security studies or law would be highly desirable.


    * At least seven (7) years of relevant professional experience in security, peace and policy oriented assignments with Government, Non Governmental Organizations and / or Private Sector;
    * Experience in project management within a decentralised or satellite framework in both Government, Non Governmental Organizations and / or Private Sector aimed at supporting teams;
    * Experience in designing and implementing community security and small arms control projects;
    * Experience in the usage of computer and other office software packages (MS Word, Access, Excel), Knowledge of  MS Excel is essential;
    * Experience of working with newly established government structures.
