Country Director in D.R Congo

Role and Responsibilities
To design and manage the strategy, implementation, development and evaluation of the Medair D.R. Congo programme. To represent Medair for all key issues related to the D.R. Congo Programme.
Project Overview
There are currently 3 main programmes that are being run in D.R. Congo from the bases Bunia, Isiro, Dungu and Ango. Medical: Improving access to vulnerable populations, mostly IDPs and improving quality of care through training, provision of medicines and medical equipment and rehabilitation of health centres; also involved in epidemic response; Reconstruction: Bridges and roads; Water, Sanitation, and hygiene (WASH): construction of hygiene and sanitation facilities at health centres, improving access to drinking water, hygiene training.

Starting Date: November 2011
Initial Contract Details: Minimum two years, 100%
Key activity areas
Planning and Strategy
• In coordination with the HQ Desk Officer (DO) and field team, design, evaluation and updating of the Country Strategy and Exit Strategies.
• Ensure that monitoring, evaluation and reporting on the implementation of the planned activities in accordance with the project proposals and logical frameworks is carried out.

Financial Management
• To be ultimately responsible for the oversight of all financial management of Medair in DR Congo.

Communications and Reporting
• To develop and maintain a transparent, honest and supportive communication structure within the DRC programme so as to uphold a spirit of unity and mutual respect between the field sites and the base.
• Responsible for the finalisation of surveys, project proposals, monthly, quarterly & final reports for all projects, regular communication to HQ, correspondence and reports to counterpart organisations and donors.

Donor Relations Management
• To present, in conjunction with the DO, all proposals, operational and financial reports related to the country programme under his/her control.

Security Management
• To be ultimately responsible for the oversight of all security in the DRC programme.

Staff Management
• To line manage the DCD programmes, DCD Support, FCO and Medical Advisor.

Coordination
• Ensure good coordination with other NGOs and OCHA and UN agencies.
Qualifications
• University degree and/or relevant professional experience
• Postgraduate degree in the humanitarian sector desirable
Experience / Competencies
• 2 years of experience in senior management position in international NGO
• 2 years proven experience in senior management position of a similar size of programme
• Advanced skills in project, finance & strategy planning
• Experienced proposal & report writer
• Excellent negotiation skills
• Working knowledge of French (spoken and written)
Medair standard working requirements for the field
• Experienced professionals in a relevant field
• Commitment to the Medair values (faith, hope, accountability, integrity, dignity, compassion)
• Minimum three months of overseas intercultural experience
• Strong working knowledge of English (spoken and written)
• Working knowledge of French (spoken and written) for French-speaking field programmes
• Single or married (with no children under 18). If married, your spouse must also apply.
• Competent with Office Word, Excel, PowerPoint, and Outlook
• Successful completion of Medair’s Relief and Rehabilitation Course (ROC)
• Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts
• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• This position is based in Bunia with regular visits to Isiro, Ango and Dungu. The Medair house is very comfortable.
• Bunia is a town with quite a large international community. Security in Bunia is good.
• Ideally, the CD should travel to Kinshasa twice a year to meet with donor representatives, UN agencies and other NGOs.
