Team Leader - Monitoring and Evaluation

Overview of the Position
Our client is currently operational in Somaliland, Puntland, Central (including Mataban under Hiran Region) and Benadir (including a plan to resume operation in Afgoye Corridor of Somalia) regions of Somalia with Area Offices established in Hargeisa, Bosaso, Galkacyo, and Mogadishu respectively. Despite our client being active in certain areas
Our client has engaged CTG Global to provide monitoring activities in parts of Benadir, Afgoye Corridor, Mataban (Hiran), Galgadud and Mudug. As Monitoring partner to our client, CTG Global is responsible for monitoring food chain management and providing programme support functions. The operation aims to save lives and protect livelihoods in emergency and early recovery situations. It also aims to prevent acute hunger and invest in disaster preparedness and mitigation measures. Activities under this operation will include: • General Food Distribution (GFD/TSFP protection ration/Wet Feeding) • Food for Work/Assets/Training • Maternal Child Health and Nutrition • Supplemental Feeding • Institutional Feeding ( inpatient/family) • School Meals/Take Home ration
General Functions
The purpose of this role is to ensure that our client’s food aid reaches those most in need in the Province and our client can demonstrate the effectiveness of the service to donors. The Team Leader (TL) is responsible for the effective implementation of our food aid monitoring plan in the allocated province and reports to and works closely with the International Senior Monitor.
Duties and Responsibilities
  1. Liaison and Relationship building
• Establish effective relationships with Cooperating Partners (CP), NGOs, local communities and TFG with the purpose of ensuring that our client food aid meets those in need; soliciting community support in facilitating our client operation; • Liaise with CP staff on the ground, where and when necessary, and undertake visits to view project outputs and beneficiaries; • Inspect storage places and points where our client commodities are received in the province, in order to ensure that progress is made in the achievement of project objectives; • Follow up on identified issues at the field level.
  1. Staff and office management
• Management of the AO facility in the providing financial reporting to the Senior Programme Monitor including reporting of the assigned assets provided by CTG for the purpose of effective monitoring administration; • Manage the work load of the field monitors to ensure that our client’s food deliveries are monitored according to our client’s directives; • Maintain records of work in the format agreed and compliant with our client’s systems, rules and regulations; • Ensure the highest standards of honesty and integrity and that our client’s operations are seen as providing a non-aligned service to the people of the province.
  1. Monitoring Functions
• Undertake regular field trips to project sites and monitor food delivery/distribution in those areas ; ensure the effectiveness of the monitoring service and undertake inspections of facilities; • Undertake post-distribution monitoring in those areas; • Outcome level monitoring at community, including for food for work/assets or food for training projects; • Provide Rapid food security and nutrition assessments; • Participate in survey/interagency assessments and similar communication on behalf of our client; • Identify any weaknesses or potential corruption within the food distribution process and reporting of these to management.
  1. Assessments & Reporting
• Ensure all monitoring checklists are completed for each final Food Distribution Point (FDP) visited and narrative reports for each field mission as well as survey formats, data sheets for market prices and other standard checklists or tools used; • Work with CPs and community leaders to assess further food aid needs and develop project proposals, and report on community sensitization on ration entitlements; • Prepare and provide timely reports to the Senior Monitor in the format agreed for onward submission to our client; • Assess the need for food in emergency and refugee/displaced person situations, draw up plans for its timely arrival in co-ordination with government and other donors, and monitor the implementation of these plans; • Ensure that all information provided by our client or otherwise relating to our client’s operation is kept confidential.
Essential Experience • 3-5 years’ experience in Monitoring and evaluation with emphasis on Food Security programmes; • A thorough knowledge of UN rules, regulations and procedures will be a significant advantage; • Must be team-orientated, with good interpersonal skills and have an ability to communicate effectively, both written and orally; • Demonstrate ability to plan, organize, prioritize, follow-through and evaluate assigned functions and duties; • Impeccable and proven reliability, with an ability to remain focused under pressure with a commitment to hard work over protracted hours; • Must have a thorough knowledge of Microsoft systems such as Word, Excel, and PowerPoint. A working knowledge of MS Project and Outlook will be an advantage; • Dynamic and creative, using innovative approaches to overcome locally generated challenges; • Skill in independently adapting, interpreting, and applying written and verbal guidelines; • Willingness and ability to travel extensively throughout the region; • Ability to start work immediately, at short notice. Working Conditions
• Working conditions include both office and field work. Work may require weekend and evening work. Work may require overnight travel.
Languages
Fluency in English, Somali and Kiswahili is essential.
