Finance Manager in D.R. Congo

Role and Responsibilities
Responsible for oversight of all financial activities in the Bunia Programme. Provision of accurate information on the financial status of the Bunia project by carrying out various accounting functions and ensuring accurate financial reporting and communication is made available at field and HQ level.
Project Overview
There are currently three main sectors of intervention that are being run in D.R. Congo from the four bases Bunia, Isiro, Dungu and Ango. Projects in the medical sector involves providing subsidised access to health care for displaced people and improving quality of care through training and provision of equipment in Ituri and Bas & Haut Uélé. Around Isiro a comprehensive malaria project (treatment, prevention, and education) aims to reduce morbidity and mortality.

Key activity areas
Finance and Accounting
• Manage day to day accounting functions including regular cash verification, signing of cheques, bank and cash balance reconciliation.
• Consolidating all expense sheets from all Congo locations, reviewing them and submitting them to HQ.
• Ensure that all financial internal controls are in place in accordance with the Medair guidelines/procedures and donor requirements.
• Supervise all accounting activities and prepare for and support all internal and external audits.
• Support the Programme Support Manager, Project Managers, Deputy Country Director, Country Director, Finance Officer, in the preparation of budgets for donor proposal submissions.
• Support Isiro, Dungu, and Ango in financial matters.

Administration
• Administer the monthly payroll for national (and appropriate expatriate) staff working on the programme, ensuring Medair complies with the legal requirements concerning tax payments and social security payments.
• Ensure a clear and transparent paper trail is put in place and that the filing system is in line with the international accounting standards and that records are kept in an orderly fashion.

Staff Management
• Provide training and advices to all staff on financial procedures, internal controls in place and on the financial requirements of the donors.
• Oversee line-managed staff based in the finance and administration office including recruitment, appraisal, management, development and training, general well-being, job descriptions, work schedules, holidays tracked etc.

Legal Issues
• To coordinate any legal requirements that need to be put in place, tracked and maintained with regards to registration in the country of operation, with the Country Director and Desk Officer.
Qualifications
• Certificate in business administration and or accounting, book keeping
Experience / Competencies
• Experience in a financial or administration position
• One year minimum experience in financial supervisory or administrative position desirable
• Experience of working with accounting packages
• Experienced in drafting spread sheets, database programmes, financial reports desirable
• Previous experience working with institutional donors requirements desirable
• Strong organisational skills and the capacity to analyse and prioritise needs
• Experience in training and mentoring both expatriate and national staff
• Capacity to work under pressure and to tight deadlines

• Successful completion of Medair’s Relief and Rehabilitation Course (ROC)

• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• This is mainly an office job in Bunia but there will be the chance to visit Isiro, Dungu, Ango, and other project locations in the Congo programme.
• The improving security situation means that we are currently able to move quite freely within a specified area of Bunia, however this may change if security deteriorates.
• We have good living conditions with the team.
